
Police have arrested and charged a Kingsville resident following a child sexual exploitation investigation.
On Friday, November 28, 2025, the Ontario Provincial Police (OPP) Child Sexual Exploitation Unit (CSEU) executed a search warrant at a residence in Kingsville, with assistance from assistance from the OPP Essex County Detachment, members of the OPP Digital Forensics Unit and OPP Tactics and Rescue Unit. Several electronic devices were seized.
As a result of the investigation, David Frank SANTOS, 57 years old of Kingsville, was arrested and charged with the following Criminal Code offences:
· Making Available Child Pornography, section 163.1(3)
· Possession of Child Pornography, section 163.1(4)
· Accessing Child Pornography, section 163.1(4.1)
The accused remains in custody following a bail hearing and is scheduled to appear before the Ontario Court of Justice in Windsor on Thursday, December 4, 2025.
“Protecting our children in today’s digital world is a responsibility we all share. I urge every member of our community to educate themselves of the online dangers young people may encounter. It is important to foster open dialogue with your children, set clear expectations, and take advantage of available tools and resources to help keep them safe online,” said Detective Staff Sergeant Chris Barkey, OPP CSEU
